The Parks and Recreation Advisory Commission studies issues relative to public parks and recreation.
Members: 12 citizens, one Staff Liaison, one Planning Commission Liaison, one City Council Liaison
Terms: Three years
Meets: 3rd Wednesday of every month, 7:00 p.m.
Approximate time commitment: 2-3 hours per month
On April 16,2008 a group of youth presented the Commission a proposal for Tobacco Free Parks. The Recommendation will be forwarded to the City Council. Please let your elected officials know about your position on Tobacco Free Parks

I recently had some neighborhood residents ask me a couple of questions regarding Brookdale Park. The first question was regarding the Deer population. Their recent observations are that the population of Deer has disappeared from the area. They asked if this was possibly a result of wildlife management? They also have noticed some removal or clearing of brush in the area by the warming house. I speculated that the area of brush may have something to do with the on going underground sewer project. I would like to post the answers to these questions on the web page.

I am unsure why the deer population has dropped within Brookdale Park? there has been no wildlife management activity by the City or by the DNR. It could be that they found a better food source somewhere else nearby or
The brush that is being removed within the park is Buckthorn. We have contracted with the Hennepin County Sentence to Serve program to cut, treat and stack the Buckthorn. The Park Maintenance staff will then haul the Buckthorn offsite.

The park gates on June Avenue North will be closed 24/7 until the snow melts and the turf areas dry up some. It has been an issue in the past with leaving the gates open during the spring thaw, lots of turf damage has been caused in the past by drivers off- roading in various areas of the park. According to Bill Bellows,the Park Maintenance Supervisor, this has been done annually for years. There have been some years where it did not get closed, but they would have been an exceptions. Sight line issues from June Avenue North.
Two concerns were expressed, the first was a clear view of the picnic shelter from June Avenue North for the police on patrol in the park. The Park Maintenance staff will clear a portion of the vegetation directly east of the shelter along the Shingle Creek tributary. Second, the vegetation directly on the north side of 75th and June needs to be cleared to allow a clear view of the intersection. The Park Maintenance staff can address the concerns this fall.

In 2003 the mowing was discontinued for a couple of reasons. The first being a reduction in Park Maintenance Public Service Workers (PSW’s), this reduction required staff to look at ways of reducing man hours in different programs that could accommodate the reduction of PSW’s. By reducing the area to be mowed, staff was able to reduce the man hours designated to mowing. Second, the area had been hard on the mowing equipment because of the roughness of the turf. The good news is that there have been no geese in the area since the area has been allowed to go natural. Geese will avoid natural areas because of the camouflage provided to predators. Because of these factors, we do not intend to mow this area.
The outlet and switch covers in the picnic shelter all have vandal damage.
The covers will be replaced within the next week.

Closing of park access gates.
The gate on 75th Avenue North will be closed 24/7 beginning on September 5, 2007. The gate on June Avenue North will be closed at 10 p.m. by Community Service Officers (CSO’s) and be reopened between 6 and 7 a.m. by the Park Maintenance Staff on weekdays. Weekends and Holidays the gate will be opened by 8:30 a.m. and closed at 10 p.m. by the CSO’s.
Repair of the guard rail over the culvert on 75th Avenue North that serves Shingle Creek tributary.
The old guard rail will be removed and Jersey barriers will be placed on the north and side of 75th Avenue North at two locations. Fencing will then be placed along the culvert for the tributary to Shingle Creek. The westerly location of the barriers will be on the east side of the park trail access to the picnic shelter/playground container. The easterly location will be just to the west of the park trail access on the end of June Avenue North and 75th Avenue North intersection. This work will be completed in the coming weeks. A more permanent solution will be provided in the future.

Guard rails on both sides of pedestrian bridge approaches.
The city will look at either retrofitting existing bridges with a guard rails or incorporate guard rails in the design of replacement bridges. At this time city staff is trying to determine the most prudent approach. The existing bridges are scheduled for replacement between 2008 and 2012 hinging on some proposed trail projects, located elsewhere within the city, that are dependent upon other infrastructure improvements.

The run for a water line is approximately 375 feet from 75th. The cost/benefit would not be efficient. We had 16 reservations for the pavilion in 2007 and users provided their own water.

The idea is intuitively a good concept but the practicality of adequately lighting an area is low. The current security lighting provides coverage for the picnic shelter area. We will consider installing such a fixture with future improvements if a key location and easily-maintained and durable fixture can be determined.
